China to Update Labeling Requirements for Cosmetics

17 Jan 2013, China has notified two new regulations for cosmetic labeling and product instruction sheets to the world trade organization(WTO) last month. The two new regulations are Cosmetics Label and Instructions, and Guidance for the Cosmetics Label and Instructions. The proposed date of entry into force is 1 July 2013.

Compared to current cosmetic labeling standard GB5296.3-2008- Instruction for use of consumer products— general labeling for cosmetics, the new regulations have updated labeling requirements for cosmetics with volume below than or equal to 15g or 15ml and free cosmetic samples and set new requirements on product instruction sheet.

Cosmetics with net volume above 15g or 15mL sold on Chinese market.

  • Product name;
  • Name and address of the manufacturer;
  • Country of origin(for imported cosmetics)
  • Net content;
  • Product ingredients;
  • Shelf life;
  • The code of manufacture license and product standard;
  • The code of hygiene license or record-keeping certificate;
  • Safety statement and guidance on uses if necessary;

The same

Cosmetics with net volume below or equal to 15g or 15mL sold on Chinese market.

Approval licenses do not need to be indicated. Ingredient information can be indicated in product instruction sheet.

The following information must appear on cosmetic labels:

  • Product name;
  • Manufacturer name;
  • Country of Origin(imported);
  • Approval license No. if available;
  • net content;
  • shelf-life;
  • Warning statement if necessary.

Other information such as ingredient shall be indicated in product instruction sheet.

Free cosmetic samples(non-sales purpose)

Net volume and ingredients do not need to be indicated on labels.
