China publishes the first list of hazardous chemicals for priority management.

29 June 2011, the State Administration of Work Safety (SAWS) of China published the first list of 60 hazardous chemicals for priority management.


Hazardous chemicals for priority management are chosen from the Catalog of Hazardous Chemicals(2002) based on the hazard properties of the chemicals and their risks to cause accidents. The list of hazardous chemicals for priority management also includes some substances or mixtures with the following classifications under basic conditions(20℃ and 101.3kPa).

  • Flammable gases category 1;
  • Flammable liquids category 1;
  • Pyrophoric liquids category 1;
  • Pyrophoric solids category 1;
  • Substances and mixtures which are in contact with water emit flammable gases category 1;
  • Phosgene such as bis(trichloromethyl)carbonate;

 

SWAS will prioritize and strengthen inspections to companies who manufacture, store, sell or use chemicals in the list of hazardous chemicals for priority management in China. The manufacturing and storage facilities of those chemicals on the list shall be designed by companies with type-A qualifications. Companies who manufacture or store those chemicals shall be equipped with automated monitoring instruments to monitor parameters such as temperature and pressure. Manufacturers shall also prepare sound emergency response plan to deal with possible chemical accidents. Companies who use hazardous chemicals on this list to manufacture products shall obtain a safe use permit from the administrative department of work safety at city level when the quantity of usage exceeds certain threhold.
