ECHA adds 6 more substances to SVHC candidate list.

21 June 2013, ECHA has added another 6 substances to the SVHC Candidate List, a list that now contains a total of 144 substances. The six substances are Cadmium, Cadmium oxide, Ammonium pentadecafluorooctanoate (APFO), Pentadecafluorooctanoic acid (PFOA), Dipentyl phthalate (DPP) and 4-Nonylphenol(branched and linear, ethoxylated).

SVHC are defined in Article 57 of Regulation (EC) No 1907/2006 ("the REACH Regulation") and include substances which are:

  • carcinogenic, mutagenic or toxic to reproduction (CMRs);
  • persistent, bio-accumulative and toxic (PBTs) or very persistent and bio-accumulative (vPvBs);
  • Identified, on a case-by-case basis, from scientific evidence as causing probable serious effects to human health or the environment of an equivalent level of concern as those above (e.g. endocrine disrupters)

CIRS's Comments

Inclusion on this list imposes new information requirements on manufacturers and importers of listed substances and on suppliers of preparations and articles containing the substances.

Producers and importers of articles containing any of the six substances included in the Candidate List on 20 June 2013 have six months from this date to notify ECHA if both of the following conditions apply:

  • the substance is present in those articles in quantities totalling over one tonne per producer or importer per year, and
  • the substance is present in those articles above a concentration of 0.1% weight by weight.
