Breaking News: CFDA Issued the Final Version of the Inventory of Existing Cosmetic Ingredients in China
The final version of Inventory of Existing Cosmetic Ingredient in China (IECIC 2014) is published on 30 June 2014, according to the official notice issued by CFDA. There are 8783 ingredients listed in the final version of IECIC 2014. CIRS encourages you to check the inventory immediately to make sure that your products can be legally used in China.

The following documents are the main references of the final version of IECIC (2014):
- IECIC 2003;
- 3 draft versions of IECIC 2012;
- Hygienic Standard for Cosmetics (2007);
- Approved new cosmetic ingredients;
- Ingredients used in approved domestic non special use cosmetics.
Previously, cosmetic ingredients can be used in China only when both of the following conditions apply:
- The ingredients have been used in China;
- The safety of ingredients has been assessed
The criteria for determining whether a cosmetic ingredient is new, will be simplified when the final version of IECIC (2014) is available. The comparison between old and new criteria can be found in the Table:

Note: The safety of ingredients listed in the final version of IECIC (2014) has not been evaluated by CFDA.
CIRS' Comments
By publishing the final version of IECIC, CFDA transfers the responsibilities of safety assessment of a cosmetic ingredient to its manufacturers or importers. The final version of IECIC 2014 will be the only reference to identify whether an ingredient can be legally used in cosmetics manufactured in China or imported to China in the future.
