China releases the draft version of regulations on new disinfection products and drinking water related products

25 Nov 2013, The National Health and Family Planning Commission of People’s Republic of China (formerly the Ministry of Health) has published the draft version of regulations on new disinfection products and new drinking water related products for public consultations. The deadline for consultation is 6 Dec 2013.

The notice sets out detailed requirements of pre-market registration of new disinfection products and new drinking water related products in China. In accordance with the draft regulations, the NHFPC will act as a judge to identify if a product is a new or existing product based on certain criteria set for new disinfection products and new drinking water related products. However, the judgment criteria are under construction. Meanwhile, the authority National Center for Health Inspection and Supervision (NCHIS) is moving their office. It seems like a couple of more weeks are required for NCHIS to start the administrative process of product judgment.

Background Info

A new disinfection product means a disinfection product that is produced on the basis of new materials, new technology and new principle of sterilization and disinfection. A new drinking water related product means a drinking water related product that is produced on the basis of new materials, new technology and new chemical substance.

 

On 31 July 2013, The National Health and Family Planning Commission of People’s Republic of China (formerly the Ministry of Health) has published its notice No. 1[2013] to repeal the registration requirements of some disinfectant and disinfection devices. According to the notice, only “new” disinfectant or disinfection devices that utilize new materials, new technological process or new sterilizing mechanisms require pre-market administrative approval in the future.
