ECHA Outlines IT Tools for C&L Notifications

registration numberFrom Chemical Watch, the European Chemicals Agency (ECHA) has outlined its IT tools for C&L Notifications at the first European Chemical Industry Council (CEFIC) workshop for CLP Regulation.

 

According to Ms Lefevre-Brevart, from ECHA's Scientific IT Tools Unit, the tools will be available in the first half of 2010 and ECHA hopes to promote "group" submission of notifications and effectively cut down the number of individual notifications. There will be different options for industry to notify the agency of its substance classifications via REACH-IT, including:

 

  • submission using IUCLID 5: suitable for large companies with existing databases
  • an on-line submission through a user-friendly data entry form: particularly for small and medium-sized enterprises
  • bulk submission of XML files with many notifications submission: only suitable for substances with a CAS or EC number; are of single composition; are not hazardous, but subject to REACH; and do not require additional evidence to be provided, as in the case of multiplication factors or different concentration limits.

 

There will be a menu for Classification and Labelling and all C&L notification tools would be compatible with each other. Ms Lef¨¨vre-Br¨¦vart revealed that companies would be required to fill in some 200 data fields for each substance notification. After C&L notification submission, companies will receive a submission report that could be used as proof for their fulfillment of obligations under CLP.

 

Under CLP regulation, manufacturers and importers (or groups of manufacturers or importers) who place a hazardous substance on the market, will have to notify certain information, in particular the substance identity and the classification and labeling of that substance to ECHA before 1 Dec 2010, unless this information has already been submitted as part of a registration under REACH.
