The Second SVHC Candidate List Proposed by ECHA

The European Chemicals Agency published a second list of potential candidate SVHC on 31 August 2009 (latest update 2 September 2009). After preparing dossiers for these listed substances, ECHA invited interested parties to a public consultation. Interested parties can provide comments to the ECHA by 15 October 2009.
Comments received during the consultation period will be submitted to ECHA's Member State Committee. After a good deal of contemplation, ECHA will include the proposed substances into the Candidate List, and may be published by the end of 2009. Manufacturers, importers and suppliers are required to fulfill the obligation of notification and communication information for the SVHCs which are listed on the candidate list.
Once a substance is put on the candidate list, producers, importers or suppliers may have to consider communication obligations (per Article 33 of REACH regulation) that require them to provide business clients and consumers with information on the safe use of any product containing SVHC exceeding 0.1% (w/w). Retailers have 45 days to respond to an inquiry by consumers in regards to the presence of SVHC in the product.
The following 14 SVHCs have been added to the previous list of 15 substances.
