China MoA Issued the Notice - No. 2445 on Restricted Pesticides

On 7 September 2016, the Ministry of Agriculture released the Notice - No. 2445, deciding to carry out strict management measures on 2,4-D butylate, paraquat, dicofol, flubendiamide, carbofuran, phorate, isofenphos-methyl and aluminium phosphide in accordance with Food Safety Law of the People’s Republic of China and Regulations on Pesticide Administration. This Notice was released for the purpose of ensuring the quality of agricultural products, protecting ecological environments and safeguarding human health upon deliberation of National Pesticide Registration Review Commission.

Detailed information of the Notice is as follows:


  1. Upon the issuance of this Notice, the Ministry of Agriculture will neither accept nor approve the field test and the application for registration of 2,4-D butylate (including its technical materials, technical concentrates, single preparations and mixtures). Renewal registration application which allows the use of 2,4-D butylate in China will also not be accepted and approved. However, the export-only registration of 2,4-D butylate applied by the State designated manufacturers of technical materials is still available. Besides, the State designated manufacturers of technical materials can also change the current registrations to export-only registrations when applying for renewal registrations of their pesticides containing 2,4-D butylate.
  2. Upon the issuance of this Notice, the Ministry of Agriculture will neither accept nor approve the field test and the application for registration of paraquat (including its technical materials, technical concentrates, single preparation and mixtures). Renewal registration application which allows the use of paraquat in China will also not be accepted and approved. However, the export-only registration of paraquat applied by the State designated manufacturers of technical concentrates is still available. Besides, the State designated manufacturers of technical concentrates can also change the current registrations to export-only registrations when applying for renewal registrations of their pesticides containing paraquat.
  3. Upon the issuance of this Notice, the pesticide registration of dicofol will be cancelled and it will be completely prohibited for sales and use from 1 October 2018.
  4. Upon the issuance of this Notice, the registration of flubendiamide used in rice plants as pesticide will be cancelled. The use of flubendiamide in rice plants will be completely prohibited from 1 October 2018.
  5. Upon the issuance of this Notice, the registration of carbofuran, phorate and isofenphos-methyl used in sugarcane as pesticide will be cancelled. The use of carbofuran, phorate and isofenphos-methyl in sugarcane will be completely prohibited from 1 October 2018.
  6. Upon the issuance of this Notice, aluminium phosphide products applied as pesticides shall be packaged in double-layer packing. The external packing shall have good impermeability which can keep away from water as well as moisture and can prevent gas leakage; the internal packing shall have good permeability which makes it available for fumigation directly. Additionally, the words “high toxic” and notes “prohibited of use in places where humans and livestock live” shall be marked on both the external and internal packing . Pluminium phosphide products with other kind of packages will not be allowed for sales and use from 1 October 2018.
